Now is the ideal time to make a start on obtaining new skills or upgrading your existing skills.

The Victorian Training Guarantee is making vocational education and training more accessible to people who do not hold a post-school qualification, or who want to up skill and gain a higher level qualification than they already hold.

There are now government subsidised training places available to people that meet the specific eligibility criteria.

This training is delivered with Victorian and Commonwealth Government funding

All the training takes place in Victoria

AM I ELIGIBLE FOR A GOVERNMENT SUBSIDISED TRAINING PLACE?

IN 2014 YOU ARE ELIGIBLE FOR A GOVERNMENT SUBSIDISED TRAINING PLACE IF YOU MEET THE VICTORIAN TRAINING GUARANTEE REQUIREMENTS AS FOLLOWS:

Meet one of the following citizen/residency status:

  • Australian citizen: or
  • A holder of a permanent visa: or
  • A New Zealand citizen:

You must enrol and commence training in a course or qualification provided by the RTO between the later of 1 January 2014 and 31 December 2016 inclusive and be any of the following:

  • A young person under 20 years (as at 1 January in the year of commencement of training) and seeking to enrol in nationally recognised training: or
  • Over 20 years of age (as at 1 January in the year of commencement of training) and seeking to enrol in Nationally Recognised Training in a course that is at a higher qualification level than the highest qualification held at the time of the scheduled commencement of training.

OTHER SPECIAL REQUIREMENTS:

You are eligible to commence a maximum of two subsidised courses at the same qualification level in your lifetime. This restriction applies whether or not you complete the course.  (For example, this means if you have already commenced two courses at the Certificate III level, you may only commence courses at the Certificate IV level or above)

An individual is eligible to commence a maximum of two (2) government subsidised courses in a calendar year.  Where an individual is enrolled in a course(s) that is scheduled to commence at a later date in that calendar year, this course(s) must be counted for the purpose when assessing eligibility.

An individual is eligible to undertake a maximum of two government subsidised courses at any one time.

Please be advised that when you enrol in a government subsidised qualification in 2015 that this may affect you being able to access further government subsidised training.

Additional Apprentice/Trainee Eligibility Requirements you need to be aware of;

An eligible individual will also need to be:

  1. Employed in Victoria in either a full time or part time capacity under an award or registered agreement;
  2. Undertaking an Approved Training Scheme – which means approved by the VRQA Victorian Registration Qualification Authority under the Act
  3. A signatory to a Training Contract with their employer which is registered with the VRQA;
  4. A signatory, jointly with the employer and the RTO, to a training plan; and
  5. Involved in paid work and Structured Training, either workplace based of off-the job

ELIGIBILITY EXCLUSIONS:

An individual is not eligible for government subsidised training under the Victorian Training Guarantee if the individual is:

a) A student enrolled in a school (excluding a School Based Apprentice/Trainee).

This includes;

    i) any government, non government, independent or Catholic school; or
    ii) A student registered for home schooling in Victoria

Government schools are responsible for funding these opportunities for VET within the school curriculum through their Student Resource Package (SRP) allocation, including targeted VET in schools funding. Non-government schools make similar decisions for students on the basis of the resources available to them; or

b) A prisoner within the meaning of the Corrections Act 1986, a prisoner held at a prison, including but not limited to;

     1) Hopkins Correctional Centre (Ararat)
     2) Barwon Prison

    iii) Beechworth Prison
    iv) Dame Phyllis Frost Centre
    v) Dhurringile Prison
    vi) Langi Kal Kal Prison
    vii) Loddon Prison
    viii) Marngoneet Correctional Centre
    ix) Tarrengower Prison
    x)  Metropolitan Remand Centre
    xi) Melbourne Assessment Prison
    xii) Fulham Correctional Centre
    xiii) Port Phillip Prison

c) A person who is detained under the Mental Health Act 1986; or the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997 of the Sentencing Act 1991 at them Thomas Embling Hospital.

d) A person who is detained (other than on weekend detention( under the Children, Youth and Families Act 2005 of the Sentencing Act 1991 or who is held on remand in one of the following youth justice facilities;

   1) Maimsbury Juvenile Justice Centre
   2) Parkville Youth Residential Centre

The exclusions described above in section b, c and d above do NOT apply to young people on community based orders made under the Children, Youth and Families Act 2005, or individuals held in Judy Lazarus Transition Centre who, are able to physically access training outside of a custodial setting without supervision.

Please notify the enrolment person from Blue Ribbon Training Services Pty Ltd if any of these exclusions apply to you.

In the event that you are not eligible under the current criteria under the Victorian Training Guarantee you may be able to enrol in a qualification that is charged on a fee for service basis.
